NH SEACOAST YOUTH SOCCER LEAGUE
TOURNAMENT RULES
 
1.      Each team will arrive one (1) hour prior to the game time and check in with the tournament officials (not required for Preliminary Round games); presenting rosters, player cards and coach/member cards. Uniformed players are required at this time for a safety inspection and to confirm uniform numbers with the roster. Double rostered players, in the same age group, may only play for their Primary team.
 
2.      Each coach or manager to be present on the player’s bench side of the field must be on the roster and must provide a valid coach license or non-licensed member pass card.
 
3.      It is the responsibility of the higher seeded team to resolve any uniform color conflict.
 
4.      Except as otherwise provided by these rules, all games will be played using the FIFA “Laws of the Game”.
 
5.      Unfinished games due to any cause shall be completed if neither team is at fault and play has not begun in the second half. If play is stopped during the second half and play cannot be resumed and if neither team is at fault, the tournament officials may, at their discretion, deem the game complete or have the game completed at a later date. However, if play is stopped at any time due to one of the teams being adjudged to be at fault, it shall be at the discretion of the tournament officials whether the game is to be completed or declared a forfeit.
 
6.      The length of the games, overtime play periods and ball size for each age group shall be as follows:

                        The half-time interval shall not exceed five (5) minutes
 
7.      During the period of overtime played at the end of normal playing time, the team which scores the first goal is declared the winner. If a game has overtime play and is still tied after the end of overtime play, FIFA “Kicks from the Penalty Mark” rules will apply in order to determine the winner
 
8.      Substitutions will be allowed as follows:
A: Substitutes must enter the field of play at the centerline, at the signal of the referee.
                                B: Unlimited substitutions may be made only at the following times:
1.      After a goal by either team.
2.      Prior to a goal kick by either team.
3.      At half-time or the start of an over-time period
4.      Prior to your team’s throw-in
5.       If the Team in possession of a throw in
substitutes, and the opposing team has
substitutes already at the mid-line for
substitution, then both teams may substitute.
 
                              If only the team NOT in possession of the
 throw-in has substitutes at the mid-line, then
 no substitutions will be allowed.
 
 
C. When play is stopped for an injured player to be removed from the field, there is unlimited substitution for either side, as in accordance with USYSA Rule #4037
                                D. A player for whom a substitute has been made may return to the same game.
 
9.      An awards ceremony will follow each championship match with trophies for both Finalists and Champions.
